Add functionality for resolving sdists

This is currently functional
Fixes resolution issue due to passing False for progress bars when they expect "off"
Strips out pep517 attempts
Currently has some additional download overhead due to downloading sdists for all platforms and python versions I believe
Just one step at a time, instead of #40
