Install button is not visible when unckecking "Install Membership Management submodule" #137

What steps will reproduce the problem?
1. Install YUM
2. Go to the http://host/index.php/user/install
3. Unckeck the "Install Membership Management submodule"

What is the expected output? What do you see instead?
The install button is not visible. I should be able to install Yum only with 
the tables Users and Privacy settings.

What version of the product are you using? On what operating system?
YUM 0.8rc3, Yii 1.1.3

Please provide any additional information below.
