Error encoding russian chars in yum_translation.sql #165

What steps will reproduce the problem?
1. I've installed yii-user-management_0.8rc5.tar.bz2
2. Switched language of Yii app to russian
3. Become unreadable text :(

Decoder say that file yum_translation.sql contains russian text in latin1 
encoding. But I cannot convert it into UTF-8.

Can you share this translation in proper encoding?

I have translated english messages into russian with google translate, I guess 
it's better temporary resolution

r/docs/yum_translation.sql this commit has failed at posting russian 
localization, as it was stored in cp1252 and now it's UTF-8. Transformation 
from UTF-8 to CP1251 is lossy and text becomes corrupted. Need source files
