Describe why the following error might be happening during cmake:

CMake Error at C:/Program Files (x86)/CMake 2.8/share/cmake-2.8/Modules/FindBoost.cmake:646 (file): file STRINGS file "C:/local/boost_1_55_0/boost/version.hpp" cannot be read.
