Bundle TLD File In Jar #19

JSP 2.0 does not require tag lib declaration in web.xml file.  You can also 
bundle tag lib tld files with jars instead of having a separate download and 
JSP container will find the tld file automatically.

Can this be added asap, i want to have my systems team drop the jar into 
deployment and would be much easier to just ask for a jar addition, instead of 
having two things to add, and there would be nothing to configure. Thanks!
