Sonic Adventure DX Controller issues #60

What steps will reproduce the problem?
1.play the game with any controller
2.Notice that every button is trigger twice and triggered once when releasing 
the button
3.

What is the expected output? What do you see instead?
Button press should only be triggered once and not at all when releasing the 
button

What revision of Nintendont are you using? On what system Wii/Wii U?

Please provide any additional information below.
Tested with GC and PS3 controller on a self riped NTSC copy and a downloaded 
copy.
