fix: issues fixed in studio page #236

Intent

do not show unsaved changes prompt when doing save as
when no file is selected show load content into editor from local storage
fixed selected tab indicator in case of webout tab

Implementation

add custom useStateWithCallback hook
add useEffect for updating file content in local storage
moved Tooltip inside label of webout tab instead of wrapping tab with tooltip

Checks

[ ] Any new functionality has been unit tested.
[ ] All unit tests are passing (npm test).
[ ] All CI checks are green.
[ ] Reviewer is assigned.
