Issue

closes #240

Intent

add Public group to DB on startup
restrict from adding users to Public Group
bypass authentication when the route is enabled for public group

Implementation

Create a new Public Group if not exists already on seedDB
throw an error when trying to add a user to Public Group
in authenticate access token middleware check if the Public Group has permission for the requested route then skip authentication.

Checks

[ ] Code is formatted correctly (npm run lint:fix).
[ ] Any new functionality has been unit tested.
[ ] All unit tests are passing (npm test).
[ ] All CI checks are green.
[ ] Reviewer is assigned.
