Replace unlicensed qur/ar with blakesmith/ar #43

This replaces the dependency on the unlicensed library qur/ar with the licensed blakesmith/ar which the former is forked from. qur/ar is only one commit ahead of blakesmith/ar. It doesn't look like that one change is relevant here (at least I hope it isn't). I've tested with go test and nothing seems to have broken.
