feat!: (IAC-968) Update Terraform version to latest - 1.4.5 #308

Changes:

This PR updates the default Terraform version to v1.4.5

Tests:

Verified cluster creation and SAS Viya Platform deployments were successful on the following scenarios, see details in internal ticket:	Scenario	Task	Deploy Method	Cadence
