feat: (IAC-1346) Update external Postgres server default version to 15 #364

Changes:

This PR updates the default Postgres Server version from 13 to 15, For more details of supported versions see SAS documentation External PostgreSQL Requirements.

Tests:

This has been previously verified, ran sanity test to make sure version 15 was used by default.	Scenario	Provider	Task	kubectl version	order	cadence
1	Azure	External Postgres with defaults	1.27.9	**	fast:2020
