Changes

Updates the google/cloud-sdk base image to 395.0.0

Tests

See internal ticket for more information and test artifacts

  1. Was able to successfully create infrastructure using the updated docker image
  2. The updated gcloud cli is the correct version in the docker container and usable

Closing this and recreating, ran into an issue with rebase should only be a 1 liner.
