Move regional fonts' generation to pyftmerge

Copy generate.py arrays to categories.sh
Move "go_build()" to helper.sh so that it can be used for both regional_fonts.sh and temporal_fonts.sh
Create regional_fonts.sh to call these functions

Create new CI pipelines for regional and temporal fonts

Delete nototools-based scripts. Switch to fonttools completely
