Chrome Browser Notification bubble opens on main screen / monitor regardless of which monitor chrome application is on #304

What steps will reproduce the problem?
1. Move the Chrome browser to a secondary monitor
2. Click the Chrome-to-Phone button
3. Notice that the popup is created on the primary monitor, roughly where it 
should have been created on the secondary monitor.
