Yet Another SMR Dedi Update

Resolved issues found in the current SMR Staging build like

• unable to pull each platform hash for smr-frontend
• validation on if a platform exist on upload (issue is 22byte file being loaded as a placeholder)
• removal of the %platform%/ file in smod files
• allow any combo of platforms to be uploaded while still maintaining the validation standard
