Template management = css and js have to be also placed in my_files

What steps will reproduce the problem?
1. I want to have the same features for the tables in admin and client side (js 
and js css).
2. I have to duplicate the files (js & css) and put them into my_files 
directory otherwise it's not looking into includes/ but inside 
my_files/ 
3.

What is the expected output? What do you see instead?
I don't mind to duplicate the files but when editing 
I have to do it in both places

What version of the product are you using? On what operating system?
