Error when adding a client

What steps will reproduce the problem?
1. Sign in as administror
2. Click on Clients -- Add New
3. Fill in the fields as appropriate

What is the expected output? What do you see instead?

Expect client record to be added and success indicator. Instead, see:

"There was an error. Please try again."

What version of the product are you using? On what operating system?

Installed on Windows 20008 Server. Using version 412

Seems that the users table wants a level assigned to it. Made it 0 by default 
and that makes it a client.
