When client upload the file it does not send the email to administrator #388

What steps will reproduce the problem?
1.upload as a client

What is the expected output? What do you see instead?
It should send me en email. It only works when system administrator upload the 
file

What version of the product are you using? On what operating system?
Latest 514 . Trough Installatron on windows 8
