Files not being assigned to groups when uploading as a client #399

What steps will reproduce the problem?
1.Upload a file (as a client)
2.Login as another client
3.Cannot see uploaded file

Have to log in as system user and assign users or group to each individual file 
before other users can see it.  Not being presented with the option to assign 
the files to groups or users when uploading as a user.

Same issue... is there any option I've missed? I need to have an option, as 
client, to select the groups who can see the file(s) I'm uploading...
