It's not clear which of two win conditions the contest is based on:

"we would like you to submit a strategy which you think will make a player win this game more often than other strategies." "A computer programme will use your strategy as if you were a person playing this game against other people over and over again. After many games are played, the programme will show which strategy wins most often."

This sounds like the "individual" win condition is the contest win condition, but it would be useful to clarify, since the team vs. individual strategies will be pretty distinct (e.g., only the team case is penalized for humanitarian crises, so a team strategy has more to risk from running out of beans in early rounds and more to gain from the bidding strategies).

@markvoorhies - the strategy to be developed in this case is always the individual strategy. as the competition stands, one does not know anything about the other team members - you are blind to everything other than your state. after bidding you get to know if your team either has the forecast prediction or the disaster recovery insurance. but again this particular instantiation of the game doesn't allow you to talk to your team members to leverage the strategy.
