Update/style 2 #64

This adds a non-interactive SVG version of the satellite chart, plotting resolution vs. cost. Should we hold off on adding this until the new satellites that were added to the table are included? Also, should it be positioned after the table, rather than before it? @DylanMoriarty @matthewhanson

Talked to Matt. We're going to drop the graphic for right now, but I'll go in and recreate it for Resolution v Revisit instead of cost. Will push up when I have that.
