when using talk back with the audio ducking feature, sometimes the audio won't come back up to the regular volume. #357

What steps will reproduce the problem?
1. go to any app that plays music.
2. while in that app make talk back say something.
3. notice that some times talk back will talk music goes down and won't come 
back up until talk back talks again.

What is the expected output? What do you see instead? the expected output was 
to have the audio come back up. instead the audio didn't come back up and had 
to force talk back to talk again.

What version of the product are you using? On what operating system?

Please provide any additional information below. talk back 3.5.0.1 and android 
4.3 on samsung galaxy note 3
