[Google Keyboard] Characters sometimes sent to TTS twice causing stutter #493

What steps will reproduce the problem?
1. Use low latency TTS such as eSpeak or ETI Eloquence, slower TTS like Google 
TTS, Vocaliser and others do not exhibit this problem.
2. Use Google Keyboard as normally would, exploring keyboard.
3. Sooner or later some keys will be spoken twice (e.g "KK", "One One", etc.) 
causing stutter. Incidence seems totally random but can reliably be reproduced 
after only a few seconds use. 

What is the expected output? What do you see instead?
Keys should be spoken only once as they are explored.

What version of the product are you using? On what operating system?
- Observed as far back as a year ago and still occurs as of Google Keyboard 
V4.1.23153.2501950
- Observed with both eSpeak TTS and ETI Eloquence TTS
- Observed on Samsung Galaxy S III under Android 4.4 and on Moto X Play both 
under Android 5.1.1 and Android 6.0.
