CAlite2CHAT converts any mid-TCU 'period' into a 'ˌ' symbol #39

CHAT doesn't allow mid-TCU periods (they're used as utterance terminators)

So we're using a 'ˌ' character to use in place of mid-TCU periods 'ˌ' in CHAT.

(U+02CC : MODIFIER LETTER LOW VERTICAL LINE)

So in CAlite, where mid-turn periods are common '.' marks should be converted to 'ˌ' like so:

hello. how are you

should be converted into

helloˌ how are you
