This is largely a fallout of the UTCControl issue, where we only export UTC DateTime plus Offset to the spreadsheet if the UTCOffset control is visible.
The column (which could be hidden by default) should by default export its values into the database, but users can turn it off if desired.
I don't think adding a new column is an issue in terms of backwards compatability, but this is a structural change so I need to be careful to test it.
