Exceptions are not being thrown from index.php in the public-html plug-in. #103

What steps will reproduce the problem?
1. A site installs the public-html plug-in.
2. An exception is thrown.
3. The exception is not caught and handled properly.

What is the expected output? What do you see instead?

The user should be taken to a page that displays information about what went 
wrong.
