References to CSS in the public-html module point to the core. #90

What steps will reproduce the problem?
1. You start a new project using the public-html plug-in.
2. You visit a page.
3. No CSS files are loaded.

What is the expected output? What do you see instead?

References to the CSS files should point to the plug-ins folder rather than
the core. This probably affects some images as well.
