What steps will reproduce the problem?
1. You create a new project that uses the public-html plug-in.
2. You want to create a home page.
3. You create the HTML page for the project and then have to create the
home page by hand.

What is the expected output? What do you see instead?

It should be possible to create the home page and HTML page for the project
with a single command.

Also, the default page for the project should automatically be the newly
generate home page.
