What steps will reproduce the problem?
1. A developer wants to make the default language code of the site texts of
a project something other than 'en'.
2. The developer would have to alter the code.
What is the expected output? What do you see instead?
The default language code of the site texts should be settable in a file in
the project specific folder.
Setting the default language code for a project should be optional, with
'en' being the plug-in's default. Is that anglo-centric?
