What steps will reproduce the problem?
1. You set up a site that uses the public-html plug-in.
2. Certain pages cannot be accessed without the use of classes in the caching
plug-in.
3. You have to install the caching plug-in.
What is the expected output? What do you see instead?
The caching plug-in is only used in a few ancient files. It is not essential.
The files in question are in the ancient www-includes section, that we should
try to eliminate anyway.
