Implement binding for KNX via calimero API #4

The binding of openHAB to KNX is one of the core features.
The KNX bus can be accessed viy the Calimero API.
The KNX binding must provide a subscriber and a publisher for the openHAB event 
bus.
The data types of commands and status updates must be transformed between 
openHAB and KNX (DPTs) in a suitable way.
