Add rule support #8

Drools should be integrated as a central part into openHAB.
This should allow openHAB to react to any state changes and to perform some 
actions.
The user should be able to dynamically define rules and have them automatically 
picked up by the runtime without requiring a restart.

Drools has been integrated into the openHAB runtime. There is no rule DSL yet 
defined to make the syntax easy to read and write and the integration in the 
openHAB Designer is not yet smooth, but this should be dealt with in separate 
issues.
