restructure fetch and make. Run bindgen on the fly #3

I had issues getting this to run on a recent mac book. That was rooted in the generated bindings. I removed the static bindings checked into this repo a combined your build.rs and build2.rs with some minor changes to generate the bindings on the fly.

I also ran cargo fmt.
