ci: add golangci-lint to the CI #84

This PR adds more rules that the initial PR did

@ccoVeille Thank you for this! I think it looks excellent :star_struck:

When I have time I'll add to this PR to get those failed checks passing. Planning to add some debug logs into a file on any error, so can use this as a test case.

You can merge whenever you want. The step is non blocking

I made sure you could merge new things and see if you are adding errors. Later the updated step could be removed
