Use buildSrc for diktat check configuration #15

While https://github.com/cqfn/diKTat/issues/259 is still WIP, diktat configuration can be extracted to buildSrc, it then can be used as a base for diktat-gradle-plugin.

This issue is really outdated, diktat-gradle-plugin is good enough and doesn't require a lot of configuration.
