Support `ignoreAnnotated` parameter from the upcoming diktat release #820

It can be used to:

suppress documentation on RequestMapping (it's better to document these methods with Swagger support)
Suppress USE_DATA_CLASS for @Entity
...

All these configurations should be duplicated to diktat default configuration

I don't really think it'd be that useful. We can't use fully-qualified names, so e.g. in a certain project @Entity can be imported not from JPA, but from somewhere else.
