Add hasRepository function to PluginLoader, do not change repository information #21

The PluginLoader should offer a way of checking whether a repository exists. Furthermore, to make this check useful, user-provided repository data must not be changed or extended.

Added in the course of the recent repository re-work. User repository configuration is now retained as is separate from the actual, final repository configuration.
