What's this project all about #1

I actually want to know if this project file is the actual game files or more of a mode file because I was thinking it would be great to remaster this pes 13 game using unreal engine, for proper feel and the A.I in terms of gameplay. I have this idea, don't know if I can go about, it but it would be best if someone also get the idea and implement if they want.

This is just a option file (aka save file) I was working on to edit some teams with new and classic players.
