For when used with an arbiter,

if there a lot of objects, then the (first) insert will take some time.. same if it's an update in fact as we replace or insert so that doesn't change anything.

Though: IMO : this mode (arbiter with dump of the full "text" config to mongo on arbiter start) is normally NOT to be always used.. so closing this.
