[Enhancement]Breton Language Support

I am working' on Breton language support (with tests) in this fork https://github.com/dancergraham/num2words

Current progress

Tests currently pass for integers up to 1 trillion.
Support for floating point numbers but with few tests
Started implementing currencies.

Next steps

I will continue working on it through March 2022 and then open a pull request if I am happy with it.
