Fix typos in basic Polish numerals
Convert lang_PL.py to unix format
Make decimals more like the way people actually pronounce them
Partially support gender and case in to_cardinal()
Improve to_ordinal() to support case and gender in singular.
Unify quotes style (from single quotes to double quotes).
