Documentation on adding new languages #540

Is there a template or documentation to use for a new language ? Or do I just copy any language and start playing around. The language I'd like to add is Welsh which has two ways of spelling numbers, a traditional way and a more informal way. Is there a standard option (like to='ordinal' for ordinals to trigger such a behaviour ?

All the documentation about this project is explicit in the source code, i think you could add the new language based on any existing already, and make the modification that are specific to your preferences, hope this helps
