@MatthewVita Why did you self-merge this? What is it? Looks like work related to #224 and #351, ya?

@whit537 to answer this question and https://github.com/saxifrage/cityasacampus/pull/356#issuecomment-160163366, since we're moving to Heroku I didn't want to just remove all of the bash scripts so I created a dev/ area for automated development environment setup.

All one has to do is copy/paste the code from the dev README and run it (takes about 10 minutes time - click the following to load a YouTube video showing the dev env install):
