refused call stays with "Ringing" at the caller (while playing sorry message)

Make sure you add a Descriptive title: use keywords so others can find your bug (avoiding duplicates)

Steps to trigger the problem

1) Call from Desktop Chrome to Android Chrome App 2) get push notification (yay!), but click on "Hangup"

3) Caller Chrome gets audio message played, but stays with Ringing:
