Allow puppet-systemd 4.x.x #346

The manifest currently states that puppet-systemd has to be < 4.0.0 The changes for 4.0.0 or even higher don't introduce breaking changes so I think the manifest can easily be changed to < 5.0.0 or something

Fixed in master, new release follows in a few minutes
