As well as the existing newlib and clib2 as C runtime library choices, clib4 is now introduced. Support for clib4 is currently restricted to GCC version 11, 8 and 6.

@sba1 Just a nudge. If you are happy, this will be the last one. We only wanted support for 6,8 and 11.
