I had the same problem but fixed it with Anastasiy’s help:
In Extension Manager:
Choose File menu -> Reset Extension List and go through the installation process again
It worked for me

Unfortunately, the plugin does not seem to be compatible with the new version of Photoshop CC for 2021.
I tried two extension managers (zxp Installer and Anastasiy) and I added the scripts manually as well in the Photoshop folder. No extension shows up in the Window menu and the scripts return errors like the one below:

I think I might downgrade PS for the time being, love this plugin. Hope it will be minor fixes!

@plindale I tried your approach but failed unfortunately. Anastasiy keeps telling me I need to start the program as Administrator, which I keep doing, but the reset extension list doesn't work. When I want to re-install the plugin, I get the "already installed" message.
Hmm, could be that a different fix is required for the PC (I’m on Mac). Some of my students received the same error message you did but were able to simply click OK to dismiss the error and that somehow bypassed it. What action/button are you running, this error occurs when its running an action and part of it is not able to do so. I need to know what button you pressed and perhaps a screengrab of the document with the layers as well.
See below attached screengrab. I got a document open, but without a video timeline. This script only works when a video timeline is added.
Am i correct that you're trying to use the OnionSkin settings script? Thats the only script which has this part of code. Can you also verify that you have an actual video timeline in your document. If there is no video timeline, it will raise an error.
I cant test cc2021 due to old OS. So i hope the issue is related tto a document without a video timeline.
