Replace our CSS [rlt] and [ltr] selector rules with :dir: https://developer.mozilla.org/en-US/docs/Web/CSS/:dir
Deprecate getDocumentWritingMode and remove usage
Also replace programmatic usage with css lookup (const rtl = this.matches(':dir(rtl)'))
