EE GV Populate Same - BUnit Selection has no bearing #122

On the Review and Approve - a BUnit selection is required and after the selection is made the gv populates. It is supposed to populate with the EEs that are in the selected BUnit. For Super 1533, the same list of EEs appears regardless of BUnit selection

fixed the sp and added a msg when super has no EEs in the selected BUnit
