configure.ac needs to AC_SUBST([LIBTOOL_DEPS]) #3

Makefile.am contains a rule to rebuild libtool if $(LIBTOOL_DEPS) is out of 
date, but LIBTOOL_DEPS is never AC_SUBST'd:
